I need a grinding stone, but not sure what I'm looking for. Can you help me?
I need to sand a very hard surface down, and by using searches I found out the best tool for this is a grinding stone. I found some here:

But those are just attachments. I see the mention of a "rotary tool," but that doesn't quite answer my question. It seems awfully broad... I just need this for a small craft. Anything I come up with seems heavy duty, and I keep coming up with rotary cutters for quilting when I tried searching for it through craft stores online.
Thanks for any help! I'm a bit confused, I don't know why I'm having so much trouble with this. Although, this is something I didn't even know I needed and just found out about it.
